Madeleine Richter-Atkinson

Madeleine (Maddy) Richter-Atkinson is the Associate at Treaty Oak Strategies (TOS), which provides effective strategic counsel on health care policy. Maddy supports clients’ communications needs and policy priorities related to health and human services, managed care, and the Medicaid and CHIP programs. Maddy is also a graduate student at the University of Texas at Austin working towards a Master of Public Affairs and a Master of Science in Community and Regional Planning.
Madeleine gained her background in Texas health care policy as the Communications and Policy Advisor at the Texas Association of Health Plans (TAHP), where she worked to support Texan’ access to affordable, high-quality care. Between her time at TAHP and TOS, Madeleine helped global electronics companies address environmental and human rights violations in their supply chains by leading membership and supplier engagement programs as the Membership Manager at the Responsible Business Alliance in Alexandria, VA.
As a graduate student, Madeleine is also involved in the Sustainability Science, Policy, and Governance Research Group at UT, where she is developing a Climate Atlas for Austin under a NASA grant to equip community advocates in Austin with satellite data to advocate for climate-resilient infrastructure investment in underserved neighborhoods. She is engaged with the Congress for New Urbanism and was a founding editor of UT’s literary and arts publication Apricity Magazine.
